Plant Manager (Operation & Maintenance) (Mediterranean Coast Region)

Responsibilities:
- Plan and implement 6 months O&M mobilization for taking over the seawater desalination plant upon PCOD
- Lead a team of Managers, engineers and technicians to optimize plant operations and maintenance for meeting water dispatch quality, quantity, energy consumption, EHS and budget requirements
- Resource planning and manage operations and maintenance works for completion within budget and on time
- Develop standard operating procedures for implementation to all operations and maintenance activities of Desalination Plant
- Liaise with off taker for all issues related to O&M promptly and in a professional manner
- Arrange and provide training to all staffs related to operations and maintenance works to understand and comply with procedure, safety and environment requirements
- Preparation and submission of various monthly progress reports to clients (Owner and off taker) promptly and with accurate information and data. Keep proper record of all documentations
- Apply all Operator’s permit and license required for plant operations and renew them promptly
- Oversees EHS system implementation to ensure no environmental, health and safety violations
- Overseas security implementation to ensure no security threat to the plant
- Prepare annual O&M budget for approval w.r.t. financial model. Implement cost control and monitor P&L within target
Requirements:
- Degree in Chemical Process Engineering or Chemical Engineering with at least 5 years experience in operations and maintenance of water treatment plant in management position (RO plant will be an added advantage)
- Must be able to read engineering drawings (ACAD) & P&ID, computer literate and familiar with Microsoft programs and its software.
- Possess good analytical and troubleshooting skills.
- Able to work effectively in a multidisciplinary environment
- Good experience with the design, installation, testing and commissioning, operations and maintenance aspects of water treatment plant
- Good leadership and communication skill to manage and liaise with client, subordinates, team mates, consultants, contractors, suppliers and government agencies
- Preferably candidates who are proficient in both English and Mandarin so as to liase with Chinese associates
